 CHIP-PAC
Consists of 3/8" and under crushed material with fines.  Often used as a "top-dressing" for existing gravel drives, or as a fine base under paving brick/stones.  It lacks the strength needed for use as a bottom base course material because of it's small aggregate size, but is excellent in providing a very smooth surface.  Compacts very well and remains tough.

"Keys up" large stony aggregate bases, eliminating movement problems- essentially adding "fines" to an aggregate base course that initially had less than desirable bonding properties.
